This is UAGII Oelamp's Genuine Dream NA NAJ, also known as Genie. The picture below was taken at the 2003 Border Collie Society of America National Specialty by Kathleen Schaffer of Pup Art as Genie was earning the third leg of her NAJ title.

Genie is owned by Debbie Antlitz and enjoys exploring the forest preserves where Debbie works.
